Fire Management Officer

Duties Direct all phases of the fire management program, with an emphasis on ecosystem restoration, and ensure the program is in compliance with environmental laws and regulations Command wildfire incidents at the Type 3 level of complexity involving multiple resources from different agencies Write prescribed fire burn plans and serve as burn boss for a prescribed fire Develop and implement techniques to manage fire risk through risk analysis processes, mitigation measures, and after incident reviews Supervise fire staff, including first level supervisors/module leaders RequirementsConditions of Employment You must be a U.

A one year probationary period may be required, including a one year supervisory probationary period if one was not previously served.
You are required to participate in the Direct Deposit Electronics Funds Transfer Program.
Appointment subject to background investigation and favorable adjudication You will be required to complete the M-581 Fire Program Management course no later than one year after entrance on duty.
You will be required to submit to a drug test and receive a negative drug test result prior to appointment.
In addition, this position is subject to random testing for illegal drug use.
Prior to appointment, you must be determined physically fit by an authorized government physician.
You will also be required to undergo periodic medical examinations throughout employment.

QualificationsIn order to be qualified for this position, you must meet all the requirements below.
To meet the basic requirement, you must possess:
A.
A Bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position - OR - B.
Possess a combination of education and
Experience:
Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
To meet the specialized experience requirement, you must possess one year of specialized experience, equivalent to the GS-11 level in the Federal service, reviewing and evaluating fire management plans for ecological soundness and technical adequacy; conducting field inspections before and after prescribed or wildland fires to determine if resource objectives were achieved and/or to evaluate the effectiveness of actions taken; developing analyses on the ecological role of fire and its use and/or exclusion, and smoke management; and either working with prescribed fire/fuels management or fire management operations Note:
Prescribed fire/fuels management includes activities such as professional forest or range inventory methods and procedures; analysis of fuel loadings and determination of appropriate fuel treatment methods and programming; land use planning and environmental coordination; evaluation of prescribed burn plans or fire management plans to ensure fire containment is possible and to identify appropriate contingencies.
Fire management operations are defined as possessing at least five of the following:
mobilization and dispatch coordination; fire prevention and education; training; logistics; equipment development and deployment, fire communication systems; suppression and preparedness; aviation.
To meet the primary firefighter experience requirement, you must possess a minimum of 90 days of wildland firefighting experience as a primary firefighter or equivalent experience from outside the Federal Government.
Wildland firefighting experience is gained through containment, control, suppression, or use of wildland fire.
This experience can be met by serving on a temporary, seasonal, or equivalent private sector fire position.
Wildland fire is defined as any non- structure fire that occurs in the wildland and is categorized into two distinct types:
Wildfires, which is any unplanned ignitions or prescribed fires that are declared wildfires; and Prescribed Fires which are planned ignitions.
Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience.
To meet the National Wildfire Coordinating Group (NWCG) incident management qualifications (currency not required), you must possess either:
A.
Division Supervisor (DIVS) AND either Incident Commander, Type 3 (ICT3) OR Prescribed Fire Burn Boss, Type 2 (RXB2) qualifications - OR - B.
Air Support Group Supervisor (ASGS) AND Incident Commander Type 3 (ICT3)Credit will be given for all appropriate qualifying experience.
To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.
e.
, work 40
hours a week, rather than indicating full-time).
If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

Physical Requirements:
The work is normally sedentary but often requires long hours of varied shifts during fire emergencies.
Occasional field assignments may include long periods of standing or walking over rough terrain.
Prior to appointment, you must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties; and also pass a medical examination (which includes vision, hearing, cardiovascular, and mobility of extremities) given by an authorized government physician.
You will also be required to undergo periodic medical examinations throughout employment.
